स्थानीय निकाय द्वारा राज्य के प्राथमिक / मध्य / माध्यमिक/ उच्च माध्यमिक विद्यालयों में नियुक्त एवं कार्यरत शिक्षक (शारीरिक शिक्षक सहित) / पुस्तकालयाध्यक्ष ।

वैसे शिक्षक अभ्यर्थी जो सक्षमता परीक्षा, प्रथम, द्वितीय, तृतीय एवं चतुर्थ में सम्मिलित नहीं हुए हैं अथवा अनुत्तीर्ण हुए हैं, वे इस परीक्षा में सम्मिलित हो सकते हैं।

वैसे शिक्षक अभ्यर्थी जिनके द्वारा सक्षमता परीक्षा, चतुर्थ हेतु आवेदन पत्र भरा गया है एवं परीक्षा शुल्क जमा किया गया है, परन्तु किसी कारणवश उनका परीक्षा आवेदन पत्र जिला कार्यक्रम पदाधिकारी (स्थापना) द्वारा अनुमोदन नहीं किया गया है, वैसे अभ्यर्थी सक्षमता परीक्षा, पंचम में सम्मिलित हो सकते हैं। उन्हें परीक्षा शुल्क देय नहीं होगा, परन्तु उन्हें पुनः आवेदन पत्र भरना होगा।
